Role Purpose
The Programmes Manager is required to lead on the development and implementation of programmes and projects necessary to achieve the Foundation’s aims and objectives. This will include managing the programmes team and any associates engaged to support with programme processes; providing the team of the Foundation with relevant technical input as shall be required; ensuring effective delivery of programmes and projects, and provision of appropriate support for institutional partners. The role-holder will lead on the development of proposals to enhance the Foundation’s effectiveness and sustainability.
A key deliverable of the post is collation, aggregation and dissemination of results achieved by the Foundation and its partners. The post-holder will also be responsible for the overall programme and project monitoring and reporting in accordance with donor requirements. S/he will provide representation for the Foundation as directed by the Executive Director.

Relationships
- External: Maintaining relationships with donors, relevant state and non-state actors, relevant networks, and technical advisors/consultants;
- Internal: Maintaining close liaison with relevant Governing Council committees, Foundation work teams including Finance and Administration, Funding and Communications.
- Supporting the Executive Director in strategic decision making: The role holder will support the Executive Director in the coordination of all the Foundation’s programmatic work and in the leadership and management of the Foundation’s team. Such support will range from recruitment of programme and project staff and consultants, to day to day line management of programmes staff and ensuring the team is working towards STAR Ghana Foundation’s strategic objectives. It also includes overall operational management of programmes and projects
Person Specifications
Essential
- Master’s Degree in Project Management, Development Studies, Social Sciences, business or related discipline
- A minimum of 8 years of professional experience in a relevant field with 5 years in a similar role in the development sector
- Proven experience in designing, implementing and monitoring capacity strengthening support for state and non-state actors
- Demonstrated knowledge and experience in Gender Equality and Social Inclusion (GESI) programming;
- Demonstrated knowledge and experiences using political economy to inform programming decisions;
- Proven experience in mentoring and strengthening technical skills of staff;
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations;
- Extensive experience in Monitoring and Evaluation and knowledge management;
- Fluent in English, spoken and written.
- IT Competency, particularly in the use of the Microsoft suite.

Rationale for investing in a new Grants Management System
STAR Ghana Foundation has been using a grants management system in the administration and management of its grants support to partners. The foundation, as a result of a review of its systems and processes, seeks to upgrade its grants system to meet the current and future requirements of having a more robust, effective and efficient grants solution that can integrate finance software, support multiple calls or programmes, track grants disbursed, report on payment schedules and receipting etc.
The foundation is inviting bids from suitably qualified Ghanaian Information Technology (IT) firms to develop and test an integrated Grants Management System (IGMS) based on requirements/specifications for this assignment. Interested firms can access the requirements/specifications on the foundation’s website. STAR Ghana Foundation is anticipating to go-live with the new system on 16th September 2020.

The bidder shall submit, as part of their bid, a section describing their general qualifications to provide the services requested which should include information on year(s) of operation, ownership, management, technical qualifications of staff, any other information the supplier feels will support their bid. We expect the organization to be an accredited system provider and accreditations should be included.
- Summary of the System’s Modules, Features and Compatibility:
Provide a summary of the solution, the modules, features, and any other software compatibility.
- Costs and annual costs for maintenance and support:
The Bidder shall provide an estimated capital cost of the software. Installation costs, the annual support, maintenance and upgrading costs, and cost of data migration.
The bidder shall state the required payment terms considering that STAR Ghana Foundation’s preference is to receive a monthly invoice for completed works. Please state the currency of payment which will be made in Ghana Cedis by bank transfers. For easy price evaluation, bidders are to mention their exchange rates in their quotations if they quote in a currency, other than Ghana Cedis.
- Prior Experience:
Describe in detail previous experience with similar and not for profit organizations. Describe how this experience demonstrates the ability to provide the services outlined for the respective activities in this RFP’s scope. The bidder shall submit, as part of the bid, a minimum of two client references that are past or current users; please include a contact name, phone number and email address for the references.

What is the proposed project timeline? Demonstration, configuration, installation, testing and training of administrative user and users?

What is your continued maintenance/support of your proposed solution? Include Key Performance Indicators (KPI) such as:

- Resources:

Terms and Conditions:
- The Request for Proposal (RFP) is not and shall not be considered an offer by STAR Ghana Foundation.
- All responses must be received on or before the date and time indicated on the RFP i.e. 21st August 2020.
- All proposals will be considered binding offers. Prices proposed must be valid for the entire period provided by the respondent.

Call for Expression of Interests - End of STAR-Ghana Programme Evaluation
STAR-Ghana Foundation is a Ghanaian-owned and led national centre for active citizenship, civil society and philanthropy. The Foundation builds on phases 1 & 2 of the STAR-Ghana programmes, a 10year multi-donor funding mechanism. Phase 2 of the STAR-Ghana programme is a £22 million multi-donor funding arrangement consisting of funds from UKAid, the EU and DANIDA. It is managed by a consortium led by Christian Aid. The programme’s ultimate objective is to contribute to a well-informed and active civil society, able to contribute to transformational change around key challenges of poverty, inequality and inclusion for all citizens by increasing the effectiveness of citizen influencing change that advances democracy, accountability and social inclusion through Civil Society Organisations (CSOs).
Christian-Aid is commissioning an end of programme evaluation of the second phase of the STAR-Ghana programme (2015-2020) and is seeking to engage the services of a team of consultants to undertake the end of programme evaluation of the STAR-Ghana programme. The assignment has a dual objective:
- Evaluate the STAR Ghana 2 programme and its contribution to increasing the effectiveness of citizens influencing change that advances democracy, accountability and social inclusion through CSOs, and
- Evaluate and support the sustainability of the STAR Ghana Foundation and its forward-looking strategy.
